- California-Based: Independent owner-operators, private fleets, non-profits, or public agencies operating in California.
- Fleet Size: You own or operate 20 or fewer commercial trucks or buses (including unregistered or planned non-operation vehicles under common ownership).
- Revenue Cap: Annual revenue is less than $15 million(Note: Public agencies and non-profits are completely exempt from this revenue limit!).
